The Model of Excellence of the Certification of Educational Institutions/Schools constitutes a solid scientific and cultural basis for good educational practices and an innovative high quality project of the 21st century. The accreditation and subsequent certification of the Educational Institution / School is useful to be recognized as "QUALITY EDUCATIONAL INSTITUTION” as a Educational Social Institution of public utility and as such assumes a role and a social function in the education of new generation. The Evaluation of Managerial -Educational -Social Processes of the Educational Services is: 1. the quality evaluation and the subsequent certification must be: a) specific for each Work Plan, Educational Planning and Teaching Programming of the Educational Institution; b) comparable for overall items of the management - training - social system of the Educational Services, which determine the Quality Plan. 2. the general elements of the system must include those factors that identify the management - educational - social function of the Educational Services and those consisting in the processes and results of the whole system. They relate mainly to the conditions and processes needed for attaining the objectives concerning the management - educational - social function in the development of efficiency, relevance and effectiveness of Educational Services. 3. General managerial - educational - social elements must encompass all accreditation processes of the System and Services, and must be related to all Educational Institutions / Schools, regardless of theoretical-methodological concept of Educational Planning and Work Plan.
