Nato da una famiglia aristocratica inglese (figlio di Valentine Fleming, deputato conservatore e ufficiale della Riserva, nipote di Robert Fleming, ricco banchiere scozzese), Ian Lancaster Fleming è il secondo di quattro fratelli. La madre, con l'obiettivo di infondergli maggior rettitudine morale, lo iscrive all'Accademia Militare di Sandhurst, dove Ian rimane per poco tempo: la sua voglia di indipendenza lo porta a non impegnarsi nella carriera militare.
