1Q: The Question by Pawan Bhatia argues that every society, across history and geography, can be understood through four recurring forces: food, intelligence, voting, and power. Food sustains life and forms the material foundation of stability; intelligence drives innovation and improvement; voting legitimizes decisions by giving the governed a formal claim on their rulers; and raw power enforces decisions, regardless of consent. These forces are not a list but a system—each necessary, each capable of becoming destructive if it dominates the others. Bhatia's central metaphor is a chair with four legs: remove one, and it falls; let one grow too long or too short, and it wobbles. The book is structured in five parts. Part I examines food, drawing on Amartya Sen's entitlement theory to show that famines are political failures, not natural disasters, and tracing how food prices triggered the French Revolution, the European revolutions of 1848, and the Arab Spring. It also examines famine as a weapon in Yemen, Tigray, Sudan, and North Korea, and the slower scarcities of water, soil, and trade policy. Part II examines intelligence—its rise, the gap between knowledge and wisdom, the global divide in AI compute, the geopolitics of semiconductors, automation's distributional effects on labor, and the contested ownership of data. Part III examines power: the vote and its erosion through gerrymandering and voter suppression, raw power and the iron law of oligarchy, regulatory capture in finance, carbon, and media, the weaponization of money through sanctions and SWIFT, and the costly role of whistleblowers. Part IV examines balance—the four forces as a system, why balance fails, and the institutions built to sustain it: constitutions, courts, central banks, term limits, and post-collapse reckonings like South Africa's Truth and Reconciliation Commission and Rwanda's gacaca courts. Part V examines the future, including AI as a new variable intensifying all four forces, four scenarios for 2035, demographic decline, and climate migration. Bhatia's conclusion is conditional: balance is possible but never guaranteed. It requires constant institutional maintenance, civic vigilance, and the humility to recognize that no single force is sufficient. The book ends where it began—with a question that must be answered anew by each generation.
