Auch im Verhältnis zum Rat der Europäischen Union wird der Europäische Rat immer mehr die politische Steuerung der Union übernehmen, sodass der Rat oft nur noch die Aufgabe der Umsetzung der vereinbarten Maßnahmen zu erfüllen haben wird. The European Council will be raised by virtue of the Treaty of Lisbon to the rank of an independent institution. From an institutional point of view the strengthening of the European Council in particular is of great importance. The European Council is now equipped with broader functions and greater powers. The priorities of European policy and the contents of the Union’s policies will in future be increasingly determined by the European Council and less by the European Commission. Also compared to the Council of the European Union, the European Council will increasingly take over the political control of the Union, so that the Council will frequently only be left with the task of implementing the agreed measures.
