Hardly any political term is as morally suspicious as power. In contemporary discourse it is almost automatically linked to oppression, hierarchy, and the corruption of freedom. Yet the absence of power can leave people just as unfree. An individual who cannot resist an attacker is not free. A society that cannot defend its borders or enforce its laws is not virtuous—it is exposed. A legal system whose judgments carry no consequences is theater.
