A water main is the same length whether four houses on the street are occupied or forty. That single sentence contains the arithmetic now reshaping the developed world. The cost of a network is a function of its length. The revenue of a network is a function of the number of people connected to it. For a hundred and fifty years that ratio moved in the right direction: populations grew, towns filled in, and every year slightly more people paid for each mile of pipe, road and wire. Across a growing share of the map, that assumption has reversed, permanently. The Last Ratepayer is a clear-eyed account of what happens to infrastructure when the people stop coming. It becomes physically dysfunctional. Water sits too long in oversized pipes and arrives warm and old. Sewers run on gravity and the scouring speed of their own flow; slow the flow and the solids stop moving. And infrastructure, unlike a school or a hospital or a parish, has no graceful retreat available. A network is connected: remove the middle of a main and both ends stop working. It has only two states, serving or removed. Which is why the retreat, where it happens, is almost never announced. It happens through deterioration: the capital program reprioritized, the resurfacing cycle stretched, the main not replaced, the rate raised again. This is a book about the bill nobody voted for, and about the question every shrinking community will eventually have to answer out loud: who pays for the last house on the road?
