But plural evidence is not automatically humane, and disclosure is not automatically freedom. Every account carries a source, a need, a failure, and a person who may be harmed when an institution decides what must be made actionable. To keep aid moving without turning survival into ownership, Dessa must separate the authority to act from the authority to define what happened. Sustained Viability, the final novel in The Veyr Cycle, is a literary dystopian story about bureaucracy, exchange, material dependence, historical truth, and the terrible comfort of a system that can survive the loss of its single account.
